FORMER SENATOR CALLS FOR A CHANGE IN ALBANY CULTURE

    Seymour Lachman is a strong backer of reform in State Government. So too, he says, are a few members of the Senate and Assembly; but, he adds, they are not enough to affect any real change in the culture of Albany.
    A Professor of Government at Wagner College on Staten Island, the former State Senator has written a book about Albany's controversial "3 Men in a Room."
    Lachman considers Governor Paterson, a former State Senate colleague, to be a "decent person," but, as an appointed Governor, he lacks the statewide constituency needed to effectively pressure State Senators.
    Lachman spoke with WNED's Mark Leitner about the month-long Senate leadership dispute.
